Geoffrey Mosiria, a renowned Nairobi County Chief Officer for Environment, has been reassigned to the Citizen Engagement and Customer Service docket in Governor Johnson Sakaja’s latest reshuffle on November 18, 2025.
Mosiria became a household name through his energetic and unmistakable introduction “Kwa majina ni Geoffrey Mosiria, Katibu Mkuu wa Mazingira, Gatuzi la Nairobi” a phrase that sounds as a threat to those who failed to withstand with environmental laws of the county.
His high-profile operations, often documented on platforms like TikTok, earned him a national following.

From cracking down on illegal dumping to conducting late-night inspections, Mosiria’s presence defined Nairobi’s environmental enforcement in recent months.
“In accordance with Section 45(5) of the County Government Act 2012, the following County Chief Officers have been re-assigned. The changes take effect immediately,” Governor Sakaja said in the memo referenced as changes in the county executive.
His efforts of working across the city even during the mere hours of the night sparks attention of whether his predecessor will be able to tackle some of the tough incidences where he might be attacked in front of cameras either physically.
The shift has sparked anxiety among Nairobi residents who fear that the progress made in environmental management may lose momentum.

Many are questioning whether the incoming officer will maintain the same rigor in addressing illegal dumping, unlicensed operations, and the frequent confrontations Mosiria handled sometimes in full view of cameras.
Beyond enforcement, Mosiria is also known for his humanitarian approach. He has helped individuals living on the street’s secure opportunities for rehabilitation and employment including a recent incident involving a Rasta man who had been living atop a tree in the city. Supporters believe this compassionate attitude could position him well in his new customer service role.
Governor Sakaja’s reshuffle involved ten other County Chief Officers, but much of the public attention remains on Mosiria as Nairobians eagerly watch to see how he will step into his new responsibilities and what his next chapter in county leadership will look like.
Clement Rapudo, known as Clemos, has been moved from City Culture, Arts and Tourism to head the Smart Nairobi (ICT and e-services) sector.
Godfrey Akumali has shifted from Business and Hustler Opportunities to Housing and Urban Renewal, swapping roles with Lydia Mathia.

Hibrahim Otieno is now the Environment CCO, handing over the Medical Facilities docket to Sande Gyolo. Gyolo’s former Digital Economy and Start-ups docket will now be led by Wilson Gakuya, who previously headed Smart Nairobi.
Machel Waikenda stays in the Mobility docket and will also serve as acting ICT Infrastructure CCO.
Zipporah Mwangi moves from Citizen Engagement and Customer Service to City Culture, Arts and Tourism.
